NFL Owners Voted to Allow Sports Betting at Stadiums on Game Days
As one the changes for stadiums with legal sportsbooks, the NFL owners decided to allow betting on game days. This decision takes effect once the new season begins this year. The new rule has an immediate effect on the Washington Commanders, who have a retail sportsbook at FedEx Field. Fanatics Sportsbook operated the betting facility since January 2023.
The Fanatics retail sportsbook at FedEx Field generated more than $140,000 in sports betting volume in January, according to figures supplied by the Maryland Lottery and Gaming Association. This monthly volume equates to $6,732 in state taxes. Fanatics Sportsbook at FedEx Field had revenue of $45,000 in the first two months of 2023.

NFL Teams with States that Allow Legal Sports Betting
The Washington Commanders have Fanatics Sportsbook operating retail sports betting facility inside FedEx Field. There are three NFL teams with sportsbooks directly outside their stadium: the Arizona Cardinals, New York Giants and New York Jets. The Cardinals have a retail sportsbook just outside of State Farm Stadium in Phoenix, Arizona. The Giants and Jets have a retail book adjacent to MetLife Stadium in Rutherford, New Jersey.
Currently, there are 18 NFL teams that legal betting is allowed in that city and state. Included on this list are:

Cincinnati Bengals
Cleveland Browns
Denver Broncos
Detroit Lions
Indianapolis Colts
Las Vegas Raiders
New England Patriots
New Orleans Saints

Philadelphia Eagles
Pittsburgh Steelers
Tennessee Titans
Washington Commanders
Each of these NFL teams can build a retail sportsbook inside the actual stadium according to the laws of that state. As part of the revenue-sharing agreement, the NFL team of the stadium sportsbook will be allowed to keep the first $20 million in sports betting revenue. They can also pool their take of the revenue after the first $20 million figure has been met.
The number of retail sportsbooks is likely to increase in stadiums that are permitted by state law to operate the day of an NFL game. These 18 NFL teams are first on the list with an operating partner.

California, Florida and Texas Do Not Have Legal Sportsbooks
There are three states that are not on the lists as far as legal sportsbooks in its borders. They are California, Florida and Texas. These three states also cover a lot of ground in the NFL with the Los Angeles Rams, Los Angeles Chargers, San Francisco 49ers, Miami Dolphins, Tampa Bay Buccaneers, Jacksonville Jaguars, Dallas Cowboys and Houston Texans.
The decision by the NFL to allow wagering at stadiums on game days is indictive of the changing times. Prior to May 2018 when the US Supreme Court rendered their decision favoring state rights over the federal law about sports betting, the NFL owners were against wagering on their sport along with betting on the teams, the games and the players.
